Reorder Menu Groups within a Menu in the Item Library
From within the design editor, select Item Library on the left.
From within the Edit Item Library window select a Menu Group with a click and hold (do not release the click).
Drag the Menu Group to the desired position, and release the long click.
Be sure to select the Publish Changes button to save and sync all changes.
